Order of delivery of health care for foreign citizens in Minsk city clinical hospital No 11

1. General terms.

1.1. The present position defines an order of rendering of paid medical services for foreign citizens according to the Law of Republic of Belarus "About health care", acts of the President of Republic of Belarus, other acts of the legislation of Republic of Belarus, and also international treaties of Republic of Belarus.

1.2. Section 5 of the Law of Republic of Belarus "About health care" defined the right of foreign citizens and stateless persons for available medical care:

1.2.1. The foreign citizens and stateless persons who are constantly living in Republic of Belarus have the right for available medical care on an equal basis with citizens of Republic of Belarus if other isn't defined by laws of Republic of Belarus and international treaties of Republic of Belarus.

1.2.2. The foreign citizens and stateless persons who are temporarily staying or temporarily living in Republic of Belarus have the right for available medical care at the expense of own means, means of the legal entities and other sources which aren't forbidden by the legislation of Republic of Belarus if other isn't established by acts of Republic of Belarus and international treaties of Republic of Belarus.

1.3. The order of delivery of health care to citizens of the Russian Federation is defined by the Agreement between the Government of Republic of Belarus and the Government of the Russian Federation on an order of delivery of health care for citizens of Republic of Belarus in healthcare institutions of the Russian Federation and to the citizens of the Russian Federation in healthcare institutions of Republic of Belarus signed on January 24, 2006 in St. Petersburg (further – the Agreement with the Russian Federation). The agreement with the Russian Federation establishes an order of delivery of health care to citizens of Republic of Belarus in the public and municipal authorities of health care of the Russian Federation and to citizens of the Russian Federation in State Healthcare Institutions of Republic of Belarus.

1.3.1.  Section  3 of the Agreement with the Russian Federation provides the equal rights of citizens of both states which are constantly living in the territory of other state for receiving medical care, including free treatment in the public and municipal authorities of health care of the Russian Federation and in State Healthcare Institutions of Republic of Belarus.

1.3.2.  Section 4 of the Agreement with the Russian Federation grants the equal rights to Heroes of the Soviet Union and gentlemen of an award of Glory of three degrees from among the citizens of Republic of Belarus and the Russian Federation who are constantly living or temporarily being in the territory of other state on receiving medical care, including free treatment in the public and municipal authorities of health care of the Russian Federation and in State Healthcare Institutions of Republic of Belarus.

1.3.3.  Section  5 of the Agreement with the Russian Federation affirmed the equal rights for citizens of Republic of Belarus and citizens of the Russian Federation who are temporarily staying and temporarily living in other territory (concerning the citizens of Republic of Belarus who are temporarily staying and temporarily living in the territory of the Russian Federation and the citizens of the Russian Federation who are temporarily staying and temporarily living in the territory of Republic of Belarus), on receiving an emergency medical service and medical care in case of emergence at them during stay in the territory of other state of the diseases constituting danger to people around. For this category of citizens planned medical care is provided on a paid basis.

1.4. For citizens of the CIS countries (except citizens of the Russian Federation) which are temporarily staying, temporarily and constantly living in the territory of Republic of Belarus, the order of providing medical care is defined by laws of Republic of Belarus, and also the Agreement on delivery of health care for citizens of the State Parties of the Commonwealth of Independent States (of March 27, 1997). Information. Participants of the Agreement on delivery of health care to citizens of the State Parties of the Commonwealth of Independent States signed on March 27, 1997 in Moscow are Republic of Belarus, Ukraine now. Republic of Moldova, Republic of Kazakhstan, Kyrgyz Republic; The Republic of Tajikistan, the Republic of Uzbekistan, the Republic of Armenia According to section 2, 3, 4, 5, 6, 7 and 8 of the Agreement on delivery of health care to citizens of the State Parties of the Commonwealth of Independent States (of March 27, 1997) to the persons who are citizens of other states of the Commonwealth, medical care is provided:

1.4.1. Ambulance and emergency medical service at the impulsive lancinating states and diseases menacing to life of the patient or health of people around, accidents, poisonings, injuries, childbirth and medical emergencies during pregnancy – freely, free of charge and in full measure.

1.4.2. On a paid basis delivery of health care since the moment when a threat of life of the patient or to health of people around, and also rendering planned medical care is eliminated is carried out.

1.5. For citizens who are stateless persons and constantly live in Republic of Belarus on the basis of residence permit, and medical care is provided for  their children on the same conditions, as for citizens of Republic of Belarus.

1.6. The order and conditions of obligatory medical insurance of foreign citizens and stateless persons at entrance are defined on the territory of Republic of Belarus with acts.

1.6.1. According to the point 233 of the Statutes on insurance activity in Republic of Belarus approved by the Decree of the President of Republic of Belarus of August 25, 2006 No. 530: "rendering ambulance and emergency medical service for foreign citizens is carried out if other isn't established by the President of Republic of Belarus, on the basis of the insurance policy confirming the conclusion of the contract of obligatory medical insurance of foreign citizens with the Belarusian insurance company or contracts of medical insurance by foreign insurance company". Citizens of the State Parties of the Commonwealth of Independent States aren't subject to obligatory medical insurance.

1.6.2. According to point 235 of the above Statutes "in case when the foreign citizen hasn't  the insurance policy, and also impossibility to document its right for free ambulance and emergency medical service in Republic of Belarus, payment of this help and the transport services connected with its rendering is made with the medical institution which gave such help, the foreign citizen at the expense of own means, or in case of refusal from payment at the expense of means of the directing (inviting) party according to the price-list for the medical services rendered with medical institutions for foreign citizens approved in accordance with the established procedure".

2. Order of delivery of health care for foreign citizens in Minsk city clinical hospital No 11

2.1. Information about the types of paid medical care and the services rendered in Minsk city clinical hospital No 11, and also an order and conditions of their granting can be learned from the medical registrar, at information stands in the hall of the central entrance, on the site of establishment (www.11gkb.by).

2.2. At the addressof the foreign citizen to institution the personnel finds out, whether the foreign citizen has the insurance policy or other bases for rendering free medical care to it and, in case of their absence, payment of this help is made to medical institution at the expense of own means of the citizen.

2.3. The basis for granting this or that type of planned medical care for the foreign citizen is existence of the contract signed between establishment and the patient. In the presence of the insurance policy existing in the territory of Republic of Belarus – payment for the account of insurance company.

2.4. At desire to receive paid medical service in Minsk city clinical hospital No 11 the foreign citizen addresses to cash desk of paid services.

2.5. The cashier on the basis of will of the patient makes the contract for rendering paid medical services.

2.6. After signing of the contract, the cashier issues the check and the contract in which the surname of the patient and the procedures paid with it is specified (researches, consultations, etc.).

2.7. If after receiving consultation the patient is directed on planned hospitalization, and also if after rendering the emergency medical care when threat of life of the patient or to health of people around is eliminated, the patient agrees to pass further treatment on a paid basis, the doctor fills in the plan of treatment for payment in the conditions of a hospital. Medical care is provided after implementation of full payment or a partial advance payment at a rate of an estimated cost of treatment with carrying out the subsequent mutual settlements on the actual expenses.

2.8. Accompanied by the health worker ofin Minsk city clinical hospital No 11 , the doctor sends the patient to an office of paid services for the conclusion of the contract.

 2.9. In a cabinet of paid services the contract for rendering paid medical services is signed.

2.10. In the contract signed between in Minsk city clinical hospital No 11 and the patient are defined: size and cost of paid medical services; terms of rendering paid medical services; procedure of payments for paid medical services; the rights, obligations and responsibility of the parties for the contract. The contract is formed in duplicate, one copy remains in establishment, the second copy of the contract is given to the patient on hands.

2.11. Accompanied by the health worker of Minsk city clinical hospital No 11 the patient goes to cash desk for payment of medical services and further with the check in a reception for paperwork to hospitalization.

2.12. After registration in a reception the patient accompanied by the health worker goes to department  of a hospital for treatment.

2.13. After the carried-out treatment before an extract the patient is offered to make final settlement on the rendered services. For this purpose the patient accompanied by the health worker goes to cash desk of paid services for payment.
